HUD's Role in the Recovery of Lower Manhattan

A reflection on HUD's role in the revitalization of Lower Manhattan after the collapse of the Twin Towers. HUD's Office of Community Planning and Development (CPD) administered almost $3.5 billion in disaster recovery assistance under the Community Development Block Grant (CDBG) program.
